Consultant Facility Security Officers are a trusted source to organizations and help the “FSO” regarding day-to-day duties. The successful candidate will be able to implement and manage a comprehensive and compliant industrial security program. The ability to prioritize tasks, gather and analyze information will lead to success in this position. The Consultant Facility Security Officer/Security Specialist will have experience in enforcing standards for a secure environment protecting personnel, property, and information and willbe able to ensure compliance with Government regulations.

This is a 1099 consultant position
Flexible schedule, but core business hours (9AM – 4PM EST) are required
Must have the ability to manage programs for multiple clients in a fast-paced environment
Duties & Responsibilities:
Manage security programs for DOD and other agencies
Develop and implement security plans, procedures, and instructions
Develop, implement, and provide security awareness training for site personnel
Maintain compliance with 32 CFR Part 117, National Industrial Security Policy Operating Manual (NISPOM) and supplement requirements, Department of Defense (DOD) security policies and procedures as they relate to NISPOM, NSA Industrial COMSEC Manual and Defense Counterintelligence and Security Agency (DCSA)
Establish and maintain working relationships with the Physical Security office, DCSA, OPM investigators and internal customers, when required
Conduct periodic self-inspection and review of security process to ensure compliance
Enforce standards for a secure environment for the protection of personnel, property, and information
Responsible for ensuring all personnel clearances remain currentand securing/maintainingall personnel security clearance records
Initiate, monitor and review personnel security clearances and Continuous Vetting (CV) using eAPP
Maintain document and visitor control records
Coordinate visit requests and maintain document/visitor control records
Responsible for ensuring that personnel are granted access to sensitive information on a ‘need-to-know’ basis
Monitor classified information systems and controlled areas
Investigate and report security violations and adverse information reports with the appropriate security agency
Coordinate the closeout for all classified contracts received and issued
Support other security disciplines: Personnel, Physical and Information Systems Security
Attend DCSA meetings
Required Skills & Qualifications
5+ years of experience in government/industrial security as FSO or 8+ years as AFSO or DoD Security Professional
A Top-Secret security clearance is required
Must have successfully completed the “FSO Program Management for Non-Possessing Facilities” training program
Completion of CDSE training courses including Establishing an Insider Threat Program and Insider Threat Awareness
Must have in-depth knowledge of 32 CFR Part 117 NISPOM
Intermediate proficiency with Microsoft Office tools, including Outlook, Excel, Word, PowerPoint
Demonstrable experience using DISS, NBIS, NISS, ACCS, SPOT, and eAPPs
Must be able to interpret and implement SCI and SAP security policy and guidance and provide oversight and assistance to staff
Must possess the ability to work in field conditions to perform required security reviews
Must be a self-starter, driven and exhibit initiative
Must have excellent written and oral communication skills
Highly developed analytical, critical thinking, and problem-solving skills are required
Strong organizational skills and attention to detail are top priorities
